Born in Hokkaido as Yoshimi Okamoto in 1949, Okamato also used the artist name "Ryusei Okamoto." After studying marine biology at Nihon University, Okamoto turned to a career in art, working as the student of Toshi Yoshida between 1974 and 1984. During this time, Okamoto caught the eye of his teacher, who professed the unique talent of his student. In 1980, Okamoto traveled to Northern California to teach at the Medocino Art Center. Over the years, he regularly participated in the annual CWAJ (College Women's Association of Japan) print show. Today, he lives in Kanagawa.
